In October 1998, DemNet was entrusted with the implementation of the United States Agency for International Development’s Hungarian non-profit sector development program for the period of 1998-2001. The Co-operative Agreement represents the first that USAID has made directly with an indigenous organisation in the CEE / FSU region.
During the course of the three-year program, more than 1 million USD was distributed to Hungarian NGOs through grant competitions. The programme provided financial support and technical assistance for Hungarian NGOs in the following categories:
· Advocacy
· Rural Development (telecottage and rural economic development programmes)
· Niche Social Services (programs for the elderly, disabled, and at-risk youth)
· Roma Entrepreneurship and Education, Roma Labour and Training Programme
The program consisted of two grant rounds. In the first round, more than $400,000 was distributed among thirty-eight NGOs, and an additional forty-one NGOs were granted more than $465,000 in the second round competition. Grantees began supported programmes in April 1999 and March 2000. All grantees received long-term technical assistance from DemNet in the form of mentor-type consultant assistance.
To summarise the experience gained during the implementation of the programme, DemNet published a handbook entitled ‘Implementing Grant Programmes in the Non-Profit Sector’. The handbook was printed in Hungarian and English languages. It was recommended to all organisations that manage grant programs in the non-profit sector either in Hungary or in the region.
