ACCESS was a special pre-accession program designed to support initiatives and strengthen the operational capacity of non-governmental and non-profit organisations through co-financing grants for projects of relevance to the acquis adoption / implementation and to certain social need priorities. In addition, participation costs in EU-wide civil organisation networks are supported. Eligible projects target environmental protection; health protection; socio-economic development; consumer protection; human rights or activities in the social sector.
In three projects types (macro scheme, micro scheme, networking facility) altogether the number of projects supported each grant round were as follows:
Phare ACCESS 2001: 51 (implemented in 2003-2004)
Phare ACCESS 2002: 54 (implemented in 2004-2005)
Phare ACCESS 2003: 39 (implemented in 2005-2006)
